Metagovernance for collective mobility – needs, opportunities and limitations in Sweden

For public transport to serve as a strong alternative to private car use, traditional public transport services must be combined with other modes of transport and mobility services to create collective mobility. This requires collaboration between actors across both the public and private sectors. However, such collaboration may also bring challenges, including increased bureaucracy, slow decision-making processes, and barriers to innovation and development.

Metagovernance—that is, governance and coordination at the national, regional or municipal level—can play a key role in accelerating the transition. By establishing shared goals, frameworks and arenas for cooperation, adapting legislation, and managing conflicts, metagovernors can facilitate progress. At the same time, governance must strike a balance between overarching societal goals and values, and the need to respect the autonomy and diverse interests of individual actors.

The primary aim of the project is to drive change by raising awareness of, and building support for, the need for metagovernance in the field of collective mobility. By gathering and disseminating knowledge on its potential and limitations, and by proposing concrete, actionable solutions, the project seeks to strengthen the capacity for effective metagovernance. The project is being implemented through co-production by a consortium of 13 partners, collectively representing different parts of the collective mobility ecosystem.
