Decision-making processes in Sverigeförhandlingen - financing and governance

The objectives and hopes for public transport to increase its market share at the expense of the car and the airplane, thus contributing to achieving Sweden's climate targets are high. High goals require major investments and these require funding. The project aims to analyze the decision-making processes for financing solutions in public transport in a broad sense. At the center of the research project is Sverigeförhandlingen. Sverigeförhandlingen is an initiative of the Swedish government to develop a high-speed rail plan between Stockholm, Gothenburg and Malmö. In addition, public transport and infrastructure investments in the major cities and housing construction are also being negotiated. A central issue for the hearing is the funding. Sverigeförhandlingen thus offers an appropriate case for studying policy processes regarding financing.
