Assessing the societal value of public transport

Can a model be developed to measure the societal benefits of public transport using quantifiable key performance indicators or qualitative measures? One objective is to develop a general model that can be used by all regional public transport authorities to demonstrate the societal benefits of public transport both within and between regions. The model should take into account the urban and rural perspectives. The detailed design of the project will be undertaken by the researchers involved, in collaboration with a reference group/working group composed of regional officials and elected representatives. The project will be conducted as a practice-oriented research initiative within the framework of K2’s activities. A reference group will be established with participants from Sweden’s three metropolitan regions, including both politicians and civil servants. The project will be carried out in close dialogue between the researchers and the reference group.

The project will:

  • Map existing benefit models, both nationally and internationally, and examine how these are applied, as well as assess their general applicability.
  • Evaluate whether the models include relevant indicators or key performance measures and analyse their practical usefulness.
  • Where necessary, develop new indicators and key figures that can be used by all regional public transport authorities in Sweden to highlight the societal benefits of public transport within and across regions.
